So even though I live outside the stupid city, their stupid city problems keep effecting me too! This True Hydra thing was hiding somewhere in the city and making everyone hear it talk about its stupid name or whatever, and much like most city infrastructure, the sewer was infested with this disgusting thing. As we headed down to go find and kill it, Mutt went crazy from the noise and just started swinging at people. After I got them to stop swinging at me we healed up and kept moving, eventually finding it outside some shack in the sewer. It had 9 heads we had to burn as we cut them off, but luckily it wasn't too hard. After killing it Mutt found a severed head in the shack, along with some hydra mutagens. Seems like this guy was trying to farm a hydra for those mutagens to sell, and ended up getting killed by it? Deserved in my opinion.
